HISTORY:
The City Council ad hoc committee on housing has been considering possible recommendations to the City Council with regards to comprehensive plan and development code amendments related to manufactured home and manufactured home communities. While the Housing Ad-Hoc Committee has been learning, reviewing, and discussing various policy options, the residents of the Rancho Villa Manufactured Home Park approached City Council requesting a moratorium be placed on the acceptance, processing or approval of applications for development authorizations and other permits for change of use of Manufactured (Mobile) Home Parks. City Council passed such an ordinance at their March 23, 2022 meeting and established a work plan that instructs staff to complete such studies, applications, proposals and other materials to process permanent amendments to city development regulations by December 31, 2022 and to bring back proposed permanent amendments to the city development regulations by March 23, 2023. The Housing Ad-Hoc Committee over the past six months has been thoughtful in their research and learning, discussions, and formulating a recommendation to the City Council to support manufactured housing within Walla Walla.
POLICY ISSUES:
The Housing Ad-Hoc Committee brings forward the following five policy recommendations for the Development Services Department to process: Comprehensive Plan Amendment and Area-wide Rezone to create a specific manufactured home park zone. Maintain the current zoning code permitted uses within the Neighborhood Residential, Multi-family, and Highway Commercial zones that allows new manufactured home parks. Zoning code text amendment to establish a notification plan requirement (City of Kenmore’s and City of Kent’s approach/example). Zoning code text amendment to establish a process where residents, park homeowners’ association, and eligible organizations be given an opportunity to purchase or lease the manufactured home park. Zoning code text amendment to revised general development standards regarding manufactured home placement on fee simple lots in the Neighborhood Residential zone
PLAN COMPLIANCE:
STRATEGIC PLAN: Key Focus Area: Livability Strategic Objective 1: Addressing the Housing Crisis in the Community COMPREHENSIVE PLAN: Introduction: Land Use “Zoning code is based largely on the content of the Land Use Element. Walla Walla plans to maintain and improve quality of life for residents, including availability of affordable housing, through the policies in the Land Use Element, including an emphasis on the preservation of existing affordable housing, infill development, increased residential densities, and greater flexibility for mixed-use developments.” (Page I-2) Land Use Goal 3: There are a variety of uses allowed throughout Walla Walla that encourage options for housing and business. (Page LU-8) Land Use Policy 3.7: Support a variety of housing types such as tiny homes, duplexes, multi-family development, cottage housing, single family residential, and manufactured homes and manufactured housing communities. (Page LU-8) Land Use Goal 4: Land use is sustainable and conserves natural resources. (Page LU-9) Land Use Policy 1.5: Establish future land use and zoning designations that minimize and mitigate potential land use conflicts. (Page H-1) Introduction: Housing Element “Walla Walla must ensure it has enough housing for all its residents. As the City grows it also plays a role in providing everyone who lives here access to a decent house that they can afford. There are many ways to do this, but increasing the different types of housing is an important factor in meeting community needs. Policies enacted to create more housing must include measures that mitigate against the displacement of marginalized populations through redevelopment. This element examines the kind of housing Walla Walla has now, its needs for housing, and identifies how it can make sure there are enough homes for everyone in the future.” Housing Goal 1: A broad range of housing choices is available to meet the needs of people of diverse socioeconomic status, housing type and age. (Page H-15) Housing Policy 1.1: Provide an array of housing choices such as apartments, small lot single family housing, accessory dwelling units, townhomes, manufactured homes, and cottages to meet the needs of people of all incomes throughout their lifespan. (Page H-15) Housing Policy 1.3: Encourage the use of existing housing stock, including manufactured homes and manufactured housing communities, to provide affordable housing for households with middle- and lower-incomes. (Page H-15) Housing Policy 1.7: Allow manufactured housing and accessory dwelling units in single family residential areas. (Page H-16) Housing Policy 2.1: Integrate housing for lower and moderate income households and those with special needs into a variety of geographical locations throughout the city. (Page H-16)
ALTERNATIVES:
Remand back to the Housing Ad-Hoc Committee to discuss and research revised policy recommendations.

Item Title:	Proposed Water Use Efficiency Goals

Financial Comments: The proposed goals align with system investments that the City has been pursuing for the past several years to reduce non-revenue water including the large water meter testing program, leak detection and repair, and the replacement of failing infrastructure.

HISTORY:
The purpose of this presentation is to review proposed updates to the City's 2023-2028 Water Use Efficiency (WUE) Goals. In 2003, the Washington State Legislature passed the Municipal Water Law to address the increasing demand on the state's water resources. The law established that all municipal water suppliers must use water more efficiently in exchange for water right certainty and flexibility to meet future demand. The Legislature directed the Department of Health (DOH) to adopt an enforceable Water Use Efficiency program, which became effective on January 22, 2007. The proposed goals were presented to the Water/Wastewater Advisory Committee on March 16, 2022 and received unanimous support from the Committee. If acceptable to Council, the next step in the process will be to conduct a public hearing and then formally adopt the Goals. The 2017-2022 WUE goals are attached for reference.
POLICY ISSUES:
Per WAC 246.290.810 and 246.290.830, WUE goals must be updated every six (6) years. Previous goals were adopted by Council in 2016. Updated goals must be adopted by December 31, 2022. These goals align with the City's adopted Water System Master Plan, which established a goal of reducing non-revenue water by 1% per year.
PLAN COMPLIANCE:
COMPREHENSIVE PLAN: Economic Development Goal 2 Walla Walla has high-quality infrastructure to support economic development. ED Policy 2.1 Provide the infrastructure needed for business and industries to locate in Walla Walla, including utilities, transportation connections, and suitable land capacity. Capital Facilities and Utilities Goal 1 Walla Walla’s capital facilities and utilities are well maintained and up-to-date to meet the demands of growth and economic development. CFU Policy 1.1 Maintain updated plans for the provision of public utility services. CFU Policy 1.2 Monitor all public or private water systems; regularly maintain public systems. Capital Facilities and Utilities Goal 5 The sound fiscal management of government services and facilities promotes a transparent and collaborative relationship between government and residents. CFU Policy 5.1 Plan for rehabilitation of the City’s utility infrastructure to ensure safe, reliable, and efficient service.
ALTERNATIVES:
Council could provide direction to staff to consider other goals or modify the proposed goals.
