Financial Comments: Funding through the WA State DOE Stormwater Financial Assistance Program (SFAP) will partner to cover eligible design and construction costs up to $2,210,664 with a 25% local match. The City will design through 2024 and construct in 2025, this date could slide if additional grant funding is not acquired. The local match of up to $736,888 is within the funding available in both the City's Transportation Benefit District (TBD) and Stormwater Funds of this estimated $11M total project.

HISTORY:
In September 2021, the City submitted a DOE grant application for the next phase of improvements on Poplar Street. In July 2022, the City was notified it was approved for funding under DOE's 2023 Final Water Quality Funding List and Intended Use Plan.
POLICY ISSUES:
Contracts and agreements over $50,000 require Council approval.
PLAN COMPLIANCE:
STRATEGIC PLAN: Safe Community – Strategic Objective 2: Infrastructure Improvement. COMPREHENSIVE PLAN: Land Use Goal 2 - Walla Walla coordinates with neighboring communities and state agencies for the improvement of the region. Land Use Goal 4 - Land use is sustainable and conserves natural resources. Environment and Natural Resources Goal 1 - Water, air, and soil resources in Walla Walla are protected. Environment and Natural Resources Goal 3 - Restore Mill Creek to a natural ecosystem and improve fish habitat while recognizing the vital flood control functions of the channel. Transportation Goal 1 - Promote and develop transportation systems that support and enhance the movement of people and goods to ensure a prosperous economy. Transportation Goal 2 - Provide for and improve the safety and security of transportation users and the transportation system. Transportation Goal 3 - Provide all users with complete streets that connect the City of Walla Walla’s neighborhoods, parks, schools, employment centers, and retail areas. Transportation Goal 4 - Maintain, preserve, and extend the life of the City’s transportation infrastructure. Transportation Goal 5 - Design and construct transportation facilities in a manner that enhances the livability of the City of Walla Walla and health of its residents. Transportation Goal 6 - Maintain the predictable movement of goods and people throughout the City of Walla Walla to relieve traffic congestion and improve reliability for freight. Capital Facilities and Utilities Goal 1 - Walla Walla’s capital facilities and utilities are well maintained and up-to-date to meet the demands of growth and economic development. Capital Facilities and Utilities Goal 2 - Capital facilities and utilities are located in such a way as to provide safe and efficient service to all residents. Capital Facilities and Utilities Goal 3 - The provision of capital facilities and utilities is coordinated through collaboration with neighboring governments and private providers. Capital Facilities and Utilities Goal 5 - The sound fiscal management of government services and facilities promotes a transparent and collaborative relationship between government and residents.
ALTERNATIVES:
Council may reject the award. However, the project's stormwater utility and environmental improvements would be minimized and the funding needed for these improvements would have to be resourced from the City.
STAFF RECOMMENDATION:
Approve a resolution authorizing the Acting City Manager to accept the grant.

HISTORY:
In July 2020, the City executed an agreement with Anderson Perry & Associates, for a 30% design of the Pine Street (2nd Ave to 9th Ave) Project (per Council Resolution 2020-072). Included in the scope of work was surveying and preliminary design work for the project. In September 2021, the City submitted a grant application to the Washington State Department of Ecology's (DOE) Stormwater Financial Assistance Program (SFAP) to assist in funding stormwater improvements on the project. In July 2022, the City was notified that our application was approved for funding under DOE's 2023 Final Water Quality Funding List and Intended Use Plan (see attachment).

Information
HISTORY:
Council is required to adopt property tax levies by November 30, 2022. At this meeting on November 2, 2022, staff will present the property tax hearing for the 2023 property taxes. Additionally, at the November 2nd meeting the Council will have the opportunity hear about the property tax associated with the voted bond payments for the Fire Facilities; Police Station; and Veterans Memorial Pool bond issues. Since the Fire Facilities, Police Station, and Veterans Memorial Pool bond issues were voter approved, adoption of the ordinances levying the necessary property taxes is essentially ratification of a voter approved property tax payment. In past years the City Council has approved the use of property tax revenue to support General Government services which include Police, Fire, Library, Parks and Recreation, Streets, General Support Services, and payment of debt service. Significant 2023 General Fund revenues are dedicated to street repairs and maintenance, the operation of the Veterans’ Memorial Swimming Pool, and to cover the undetermined costs for increased police, fire and AFSME compensation per union contracts. Working with the Finance Committee and the full City Council, City staff has presented the Council with a balanced budget for 2023-2024 which provides for continued essential City services and projects. The property tax levy limiting factor is the lesser of 1% or the increase in the Implicit Price Deflator (IPD) from July 2022 to July 2022, which for 2023 is 6.457%. This property tax hearing is the final property tax hearing and on November 16^th, Council will consider adopting the property taxes.
POLICY ISSUES:

Property tax levies must be set and certified by November 30, 2022. As required by RCW 84.55.120, the City Council is required to hold this public hearing on the City of Walla Walla Property Tax Levy for 2023.
PLAN COMPLIANCE:
The 2023 Property Tax Levy complies with all four strategic objectives in the City of Walla Walla’s Strategic Plan including 1) Livability, 2) Safe Community, 3) Economic Health and 4) High Performing Organization.
ALTERNATIVES:
With respect to the regular property tax levy, the Council may levy amounts up to or less than the maximums allowed by statute.
STAFF RECOMMENDATION:
This is a public hearing and no actions are necessary at this time.
CITY MANAGER COMMENTS:
Approved for Council action.

HISTORY:
As part of the 2023-2024 Biennial Budget adoption process, the City will present the budget at several Council Work Sessions and Council Meetings. Once Council work session held on October 24^th provided a discussion of the General Fund's proposed revenue and expenditure budgets. The remaining presentation schedule for the 2023-2024 Biennial Budget adoption is as follows: November 14^th – Council Work Session on the budget November 16^th – Budget Hearing, Property Tax Hearing, and Adoption December 7^th – Final Budget Hearing and Adoption
POLICY ISSUES:
The City must hold three public hearings to discuss the budget: 1) the revenue budget, On November 2, 2022; 2) the City Manager proposed budget; and 3) the final budget hearing. The City will present the budget during works sessions and Council meetings to allow the citizens of Walla Walla the opportunity to comment on the budget.
PLAN COMPLIANCE:
STRATEGIC PLAN: The 2023-2024 Biennial Budget addresses all four Key Focus Areas of the Strategic Plan. Livability: what the City of Walla Walla focuses on to execute the organization's mission of enhancing the quality of life in Walla Walla. Economic Health: The City's financial stability through sustainable revenue sources, attracting new businesses and shopping opportunities, and support a strong economy through diverse employment sectors. Safe Community: Organizational readiness around emergency management, infrastructure stability (maintenance/ repair/multimodal), and overall community safety. High Performing Organization: The City will develop a culture of continuous improvement, collaboration with organizations and partners within the community, and well trained and supported workforce. ALTERNATIVES:
The City Council could direct staff to add additional budget presentations, discussions, and hearings.
