HISTORY:
BACKGROUND The Transportation Element of the 2018 Comprehensive Plan identified the Chestnut/Howard intersection as failing to meet operating standards for 2040. This intersection is also a high priority for improvements based on community feedback. After a thorough evaluation, construction of a roundabout is the preferred solution to address safety, accessibility, roadway geometrics, and capacity issues. On August 8, 2021, Staff presented intersection control alternatives to Council and recommended proceeding with a roundabout as the preferred option. On August 11, 2023, a grant application was submitted to TIB for the Urban Arterial Program. On December 1, 2023, the city was notified of an award in the amount of $1,110,000 grant to construct a roundabout at the Chestnut/Howard intersection as part of the Howard Street IRRP project. Full roadway and utility replacement will occur on Howard Street from Juniper Street to Bryant Avenue using IRRP funds. This grant will help pay for the roundabout. Project design is in progress and is scheduled to be complete in Fall 2024. Construction is planned for 2025.

HISTORY:
BACKGROUND In evaluating TBD projects that would provide a strong application for a TIB preservation grant award, Clinton Street topped the list. Clinton Street is ranked as the 4th highest priority street by residents (2021 survey). It has a moderate vehicle volume, is classified as a minor arterial, and provides an important connection between US Hwy 12 and the City's primary arterial - Isaacs Avenue. There are minor utility improvements needed on this corridor that will be completed prior to pavement improvements. On August 11, 2023, a grant application was submitted to TIB for the Arterial Preservation Program. On December 1, 2023, the city was notified of award of a $400,000 grant to construct pavement improvements on North Clinton Street from Isaacs Avenue to Sumach Street. Project design is planned for completion in Spring 2024 with construction planned for Summer/Fall 2024.

HISTORY:
WHAT IS THIS CONTRACT FOR? This is a construction contract for repainting the ceiling and ceiling beams inside the two 7 million-gallon reservoirs at the Mill Creek Water Treatment Plant. WHY IS IT NEEDED? This is a preventative maintenance project to extend the life of the steel tanks. The tanks were last painted 20 years ago. BIDDING DETAILS: The City published a notice calling for bids on November 14, 2023, in the Walla Walla Union Bulletin. On December 12, 2023, the City received six bids, with a very wide price range from $334,035 to $1,172,853.00. Review of the apparent low bidder's bid documents revealed they were not responsive to the qualifications required for the project – they lacked experience in painting water tanks and did not list any qualified painters. The City Attorney's office reviewed the bid, and their opinion is that the bid is not responsive, nor is S&S Coatings considered a responsible bidder. The lowest responsive and responsible bidder was Coating Unlimited of Pasco, with a bid of $387,575.10. This was slightly above the engineer's estimate of, $354,000.
POLICY ISSUES:
Contracts greater than $50,000 require Council authorization. PRIOR COUNCIL ACTIONS RELATED TO THIS PROJECT: Ordinance 2022-34 – Capital Facilities Plan adoption.

HISTORY:
Per RCW 46.61.415 and WAC 308-330-270 speed limit changes need to be approved by Council. The last changes were made in 2002 (Resolution 2002-51). In conjunction with the changes proposed for Division Street, Engineering and the Police Department reviewed the 2002 resolution and propose the following changes: Division Street In addition to other safety enhancements, the recent analysis conducted by PBS Engineering as part of the Pioneer Park Pedestrian Improvements project recommends 25 mph for Division Street between Bryant Avenue and Alder Street. The proposed Resolution removes Division Street from the list of 30 mph-designated streets, defaulting it back to 25 mph. Myra Road Extends the 35 mph speed limit zone on Myra Road to include the length from Twin Creeks Plaza/SE Commercial Drive to Heritage Road/Pine Street. These changes were implemented in 2008 and 2013 with projects on Myra Road. Lower Waitsburg Road Reduces the speed to 35 mph between the northern city limits and US 12. Prior to annexation, this was a County road with a posted speed of 50 mph. For safety reasons, Staff recommends reducing the speed to 35 mph given the recent and on-going urban development in the area. Taumarson Road/Prospect Avenue A 2021 speed study conducted by DKS Associates for the cities of Walla Walla, College Place, and Walla Walla County recommended a speed of 35 mph from the west city limits to the intersection with Howard Street/Cottonwood Road. This recommendation was shared with Council in early 2022 and implemented with the County and College Place. Reser Road The same 2021 speed study by DKS Associates recommended a 30 mph posted speed on Reser Road. Alder Street Soon after the 2015 downtown Alder Street improvements were completed, an engineering study was completed and the road was signed for 20 mph from Palouse Street to Ninth Avenue. The study only contemplated the reduced speed limit between Palouse Street and Sixth Avenue. This action would formalize the intended 20 mph change and remove the 20 mph signs between Sixth and Ninth Avenues, which were not intended to be included in the 20 mph speed zone. Poplar Street The project corridor study and design recommended extending the 25 mph speed zone east from First Avenue to Alder Street. These changes were implemented in 2023. Rose Street/Isaacs Avenue The project corridor study and design recommended extending the 25 mph speed zone east from Palouse Street through reversing curves (near Park Street and North Rose Street) to the Main Street intersection. This change was implemented in 2017. Thirteenth Avenue (SR 125) Current WSDOT speed signing on SR 125 approaching Thirteenth Avenue from the north indicates a southbound 35 mph transition zone between roughly the north city limits and Carrie Avenue. Proposed amendments to the Resolution would formally adopt this existing condition. Northbound speed signing would be established to be consistent with the southbound direction. Additionally, the 30 mph speed zone would be extended south from Pine Street to Rose Street, consistent with existing signage. In addition to the changes mentioned above, some minor edits were made to the limits described in the previous Resolution for reasons such as revised city limit boundaries due to annexations, updated road names, removing redundant descriptions, or simply aligning with current conditions.
POLICY ISSUES:
The basic speed rule establishes a default 25 mph speed limit within the city (RCW 46.61.400(2)(a). Per RCW 46.61.415 and WAC 308-330-270 a local authority has the ability to approve speed limits on the basis of an engineering study.

HISTORY:
WHAT IS SCADA AND WHAT DOES IT DO? SCADA stands for Supervisory Control and Data Acquisition. It is used for controlling, monitoring, and analyzing industrial devices and processes. The system consists of both software and hardware components and enables remote and on-site gathering of data. It is essentially a computer system that helps the water treatment plant staff operate, report on, and monitor the water treatment plant and wells. WHAT IS THIS CONTRACT FOR? This contract will provide SCADA support services for programming, updates, on-call/troubleshooting support, improvements, and hardware upgrade services over the next three years. WHY IS IT NEEDED? SCADA updates and support are necessary to ensure ongoing plant operations and regulatory reporting. Taurus has the technical knowledge and capability to: • Troubleshoot problems encountered with the SCADA system (24-hour on-call) • Improve monthly reporting functions of the system • Expand SCADA data collection, including system well data • Upgrade/improve communications of the SCADA system and data collection from remote sites • Improve access to historical data through additional historian servers • Help plan immediate and future system upgrades • Assist with security enhancements SELECTION PROCESS: A request for qualifications was published in the Walla Walla Union Bulletin on August 29, 2023. Seven companies submitted proposals by the due date. Four companies were interviewed by Staff. Staff selected Taurus, as the most qualified company. Taurus is familiar with the City’s plant having been the SCADA contractor for the most recent major plant upgrade completed in 2019. Staff negotiated a 3-year initial contract that includes the option of an additional 2-year extension.

HISTORY:
WHAT IS THIS CONTRACT FOR? Preparation of a five-year financial plan for the Landfill and Sanitation funds to support operations, maintenance, and capital improvements. This effort is expected to culminate in the adoption of a five-year (2025-2029) rate plan for those utilities (and recycling). WHY IS THIS NEEDED? Helps ensure the funds remain financially self-sufficient. Helps moderate rate adjustments. Provides a funding plan for ongoing operations, maintenance, and capital programs. WHY CONTRACT WITH FCS? A request for proposals in 2017 resulted in the City selecting FCS as the most qualified provider for solid waste financial planning services (authorized by Resolution 2017-26). In Staff’s opinion, it is in the city’s best interest to contract with FCS for this work on account of their cost effectiveness; qualifications; expertise; familiarity with the funds, operations, and staff; past performance; and experience. BACKGROUND: The last major review of landfill rates was completed in 2017 (for 2018-2023). Due to staffing limitations and the finalization of an updated Landfill Master Plan, a limited review was completed in 2023 with rates established for one year (2024). This plan will provide longer-term planning for the following five years (2025-2029). In 2023, the city completed an update of the Landfill Master Plan for the Sudbury Landfill. The Landfill Master Plan identifies both long-term and short-term improvements to support the ongoing operations and maintenance of the landfill. This is a critical element for any longer-term financial planning.

Minimize the impact of solid waste handling and disposal on the physical environment of the County. Reduce the occurrence and environmental effects associated with illegal dumping. 7. Enhance and improve the overall efficiency of waste collection and disposal of solid waste. Continue to evaluate tipping fees as related to the true cost of operations including closure and post-closure costs associated with the Sudbury Regional Landfill. PREVIOUS COUNCIL ACTIONS RELATED TO THIS ITEM: Resolution 2017-26 - Authorized a contract with FCS to prepare 6-year financial plans for Sanitation and Landfill. Ordinance 2023-34 - Adopted the six-year Capital Facilities Plan (2024-2029).
ALTERNATIVES:
Revise/renegotiate the scope of work with FCS; go through a new RFP process; do one-year assessments.
STAFF RECOMMENDATION:
Staff recommends approval of a resolution authorizing a professional services contract with FCS Group for Solid Waste Financial Planning (2025-2029).

Brief Summary of Requested Action: Approve recommendations for Downtown Parking Plan and adopt the ordinance amending Chapter 10.13 of the Walla Walla Municipal Code relating to stopping, standing and parking and Related Matters.

Information
HISTORY:
When the City filled the vacant Parking Enforcement Officer position in 2021 along with a new electronic parking enforcement system, parking violations in the downtown area increased. The City and the Downtown Walla Walla Foundation (DWWF) discussed parking issues that were being raised by downtown business including the time limit of parking, the confusion of the parking code, and the 2-hour zone boundary. Questions asked were: How is downtown parking utilized now? Is there sufficient capacity or is additional parking needed? Are there areas of downtown that have a higher occupancy rate? As a result of these concerns, a parking study was conducted in 2022 by Cobalt Community Research to better understand patterns of parking use and complaints. This study was followed by another study conducted by Interstate Parking Company with the study dates of June 2022 to September 2022. In February and March of 2023, DWWF convened a group of parking stakeholders to review the findings of these studies and the DWWF came up recommendations that were presented to the City Council in April 2023. DWWF identified the following issues based on the comments made by parking stakeholders: Chronic Offenders in (High Occupancy Zone (HOZ) Employee perceptions Distant lots too far Unsafe routes to distant lots No information on what lots are free Downtown Businesses More parking needed Allow movement between spaces on same block Streateries take up too much parking Goals Promote safe/convenient all-day parking outside HOZ Make Parking Easy to Find “Out-of-the-Box” thinking Recommendations Code changes Infrastructure Downtown Incentives Information and Education The City staff reviewed these issues and looked at the following to develop recommendations: Further review the infrastructure recommendations to estimate costs and determine a phasing plan. Review two hour parking zone boundary to determine if boundary changes are needed. Review the municipal code for recommended amendments. Continue to work with the DWWF and parking stakeholders on the education and marketing recommendations. The staff recommends a phased approach to the infrastructure improvements as the current and future budgets allow. Walla Walla needs to ensure that the parking in downtown is managed in a manner that encourages visits and maximizes the utilization of available parking supplies, while providing consistent enforcement, fair parking with time limits and/or rates, sufficient parking choices, and adequate signage and wayfinding. Part of managing the system effectively includes reviewing the municipal code on a regular basis to determine if the necessary code changes are in effect. Four conclusions that the City staff determined were: There is ample parking in the downtown area if the outer parking lots are utilized more efficiently. To make this happen, people have to be willing to walk. There is no need for a parking garage downtown. Garages tend to be unsafe and expensive to build and maintain. Currently, the Streateries have little or no effect on parking. Streateries will be addressed by the staff in the future and determine if the results impact parking. At some time in the future, the City may have to look at paid parking. Maintaining the parking assets and enforcement cost the City over $80,000 annually. As the City staff was reviewing Chapter 10.13 of the WWMC, it was determined that there were other areas of the code that needed to be reviewed and updated. Those updates are included in the attached proposed code revisions. Staff gave a comprehensive presention at the Council Work Session on Monday, January 8.
